Результати третього конкурсу Програми Темпус IV

Виконавче агентство з питань освіти, аудіовізуальних засобів і культури завершило відбір проектів у рамках третього конкурсу Програми Темпус IV. До кінцевого списку проектів, рекомендованих до фінансування, включено 64 проектних пропозиції, з них 5 — за участю українських університетів. Відбір проектів здійснювався за критеріями, проголошеними на початку конкурсу, за участю незалежних експертів, національних органів влади, представництв Європейського Союзу і Національних Темпус-офісів у країнах-партнерах.

Остаточне рішення приймав Комітет з відбору, який керувався означеними критеріями та іншими підставами, а саме: намаганнями підтримати, насамперед, проекти у межах напряму «Структурні заходи» та багатонаціональні проекти, а також забезпечити географічний баланс представництва різних країн-партнерів.

За участю українських партнерів рекомендовані до фіна нсування наступні проекти:

1. Запровадження навчання третього циклу — докторської програми з відновлювальної енергетики та екотехнологій (Creation of third cycle studies — Doctoral Programme in Renewable Energy and Environmental Technology)

2. Географічні інформаційні технології для сталого розвитку країн Східного сусідства (Geographic information technology for sustainable development in Eastern neighbouring countries)

3. Створення моделі докторських шкіл на основі кращого досвіду для впровадження структурованої програми докторської підготовки (PhD) в Україні та Грузії (Development of best practice model Doctoral Schools for structured PhD programme implementation in Ukraine and Georgia)

4. Практикоорієнтовані магістерські програми з інженерії для Росії, України та Узбекистану (Practice oriented Master Programmes in Engineering in RU, UA and UZ)

5. Екологічне в рядування для навчальних програм з охорони навколишнього середовища (Environmental Governance for Environmental Curricula)

Виконавче агентство також інформує консорціуми проектів — переможців, що суму гранту, виділену на проект, може бути зменшено, а також що фінансові зобов'язання з боку Виконавчого агентства виникатимуть тоді, коли буде підписано Грантову угоду з легітимним представником консорциуму.

Темпус — програма зовнішньої допомоги Європейського Союзу, заснована в 1990 р. з метою сприяння модернізації систем вищої освіти в країнах-партнерах (країнах-сусідах) ЄС через активізацію співробітництва між вищими навчальними закладами країн ЄС і країн-партнерів. Наразі реалізується четвертий етап Програми Темпус, розрахований на 2007—2013 роки. Програма Темпус відкрита для 28 країн Східної Європи, Центральної Азії, Західних Балкан, Північної Африки та Ближнього Сходу.

Програма Темпус дає мо жливість країнам-партнерам обирати пріоритетні напрями реформування та заохочує всіх зацікавлених виявляти ініціативу, шукати інноваційні підходи, створювати новітні освітні продукти і послуги.

Україна бере участь у Програмі Темпус з 1993 р., за цей час було фінансовано близько 300 проектів. На сьогодні в Україні реалізується 23 проекти Темпус IV.

Tempus IV Third Сall for Proposals Selection Results

Education, Audiovisual and Culture Executive Agency (EACEA) announced results of the Tempus IV Third Call for Proposals: 64 projects are included in the final list and recommended for funding from the Tempus budget, among them — 5 projects with Ukraine's participation. Proposals were evaluated and selected following the award criteria published in the Call by independent experts, with the consultati on of the EU Delegations, National Tempus Offices, relevant National Authorities in the Partner Countries. Final decision lied with the selection committee, who was guided by the above criteria as well as other considerations, namely: the intention to encourage Structural Measures and multi-country projects and ensure a geographic balance across the Tempus Partner Countries.

Below please find the list of projects where Ukrainian universities are represented in the consortia:

1. Creation of third cycle studies — Doctoral Programme in Renewable Energy and Environmental Technology;

2. Geographic information technology for sustainable development in Eastern neighbouring countries;

3. Development of best practice model Doctoral Schools for structured PhD programme implementation in Ukraine and Georgia;

4. Practice oriented Master Programmes in Engineering in RU, UA an d UZ;

5. Environmental Governance for Environmental Curricula.

Execut ive agency would like to inform consortia of projects that were selected for funding that the grant amount awarded may be inferior to the one requested in the application. Also, the Executive agency will be legally bound only when the Grant Agreement is signed.

Additional information:

Tempus is an EU external aid programme that supports the modernization of higher education in the neighbour — states through university cooperation projects. Tempus was launched in 1990; currently the fourth phase (2007 — 2013) of the program is being implemented. Tempus is opened for 28 partner countries of Eastern Europe, Central Asia, the Western Balkans and the Mediterranean region.

Tempus allows neighbour — states to select priority directions and identify goals for modernization and reform of national higher education systems; it promotes inventiveness and innovations, encourages creation of innovati ve educational products and services.

Ukraine participates in the Tempus program since 1993, over that period more than 300 projects were selected for funding. Currently, 23 projects are implemented in Ukraine under Tempus IV.
