PPP Ideas competitions
Initiated in 1999 by the German Federal Ministry for Economic Cooperation and Development (BMZ), the PPP programme is implemented by the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH.
Private-sector and public actors use these partnerships for development to carry out joint projects offering development-policy and economic benefits in developing and transition countries and emerging economies. The stakeholders shoulder an equal share of the responsibility, costs and risks involved, thus combining their individual strengths and helping to promote development in the partner countries and so sustainably improve people’s living conditions.
Ideas competitions create transparency.
Transparent competitions give all companies equal opportunities for cooperation. The competitions unite two complementary aspects. On the one hand, they address important development-policy problems by focusing on sector-specific themes. On the other, innovation contests make it possible to pick up fresh ideas from the business sector and to put them into practice within PPP.
Conditions for entry by private partners.
The ideas competitions are designed for German and European companies and their subsidiaries in developing and transition countries and emerging economies. Non-governmental organisations, public institutions and foundations etc., including those from partner countries, may also be involved, but not as the sole applicant, nor as the lead agency in a joint operation.
The maximum public contribution per proposal is EUR 200,000. The company has to be financially robust enough to ensure project funding and sustainability (no less than 10 employees, at least three years’ market activity, annual turnover of at least EUR 1 million, long-term business commitment in the target country). PPP must be completed within a three-year period and are then continued independently by the companies concerned.
PPP criteria
The following five conditions must be met in order to implement a PPP project:
_ Every PPP has to comply with the development-policy objectives of the German Government.
_ Public and private contributions are mutually complementary, i.e. cooperation enables both partners to achieve their objectives at lower cost, more effectively and swiftly (complementarity).
_ Public support for the PPP measure is only given if the private partner would not otherwise implement the PPP measure and if the PPP is not a legal necessity (subsidiarity). _ Competitive neutrality has to be guaranteed. All companies are eligible to cooperate with GTZ. All communication is transparent.
_ The company has to make a substantial financial contribution to the PPP (private sector’s own contribution).
“Energy efficiency” and “health” are the themes of the sector-specific competitions in 2009. In addition, there are also some competitions that are not theme-based, giving you the chance to put forward any particularly innovative PPP concepts you might have. Industry, traffic and the supply infrastructure account for rocketing energy consumption in developing and transition countries and emerging economies, leading to substantial shortfalls in energy supply.
Energy savings in various areas provide greater energy security, with economic and environmental benefits for the relevant countries. A few examples of improved energy efficiency are insulation in buildings, more efficient cooking stoves, modernised electricity networks, greater efficiency of conventional coal-fired power plants, or measures to raise consumer awareness of how to save energy.
Competition II: Health
The large majority of people in developing and transition countries and emerging economies have no access to appropriate, effective and affordable health care. This frequently goes along with a lack of health insurance, leaving them unable to cover costs in the event of illness. We are therefore calling on interested companies to submit proposals that will strengthen preventive health care and health care services and/or help improve social security in our partner countries.
Innovation competitions
These calls for particularly innovative ideas for development partnerships. By innovation, we mean new products, services or processes that are to be introduced or optimised in our partner countries.
Commercial use of the innovation must generate positive development results in the partner country.
No restrictions are made regarding the precise regional or thematic thrust of a proposal, but it cannot have the same content matter as the parallel, theme-based ideas competitions.
Time frame for competitions
1. GTZ publicises the ideas competitions and asks for proposals from interested companies.
2. GTZ assesses the eligibility of entries according to established criteria. Participating companies are informed of the results of the selection process.

3. Based on the brief description, the company draws up a detailed concept including costing, with help from GTZ. Annual financial statements/balance sheets for the last three years should be provided.
4. Once the concept has been completed, GTZ and the company sign a contract. The PPP implementation phase can then begin.
