New project aimed at prevention of institutionalisation of children

Khmelnytsky Oblast State Administration, the European Union and United Nations Children’s Fund (UNICEF) are starting a new project aimed at prevention of institutionalisation of children.
This new joint initiative will help children without parental care and other vulnerable children.

The initiative will be implemented in Khmelnytsky Oblast and aims to develop mechanisms for transformation of the institution-based system of state care of children without parental care into a family-based system.

The official presentation of the project will take place on 17 September 2009 at 10.00 in the premises of Khmelnytsky Oblast State Administration at the address: Maidan Nezalezhnosti, Khmelnytsky.

A press conference will be held as part of the presentation, with participation of Mr. Ivan Havchuk, Head of Khmelnytsky Oblast State Administration, Mrs. Laura Garagnani, Head of Operations of the Delegation of the European Commission to Ukraine, and Mrs. Yukie Mokuo, Representative of the United Nations Children’s Fund (UNICEF) in Ukraine. A visit to Oblast Social Mother and Child Centre for mothers and children in difficult life circumstances is planned as part of the project launch.

During the presentation, its participants will present information on specific objectives of the project and analysis of institutionalisation of children in Ukraine. Besides, contribution of the EU, UNICEF and other international organisations to solving urgent problems of Ukrainian children will be discussed.

The project is titled «Development of Gatekeeping Policies and Systems for Institutionalized and Other Vulnerable Children» and will continue for two years.

The project will be implemented in partnership with Ukrainian and international civic and charitable organisations. Representatives of international organisations ‘Hope and Homes for Children’ and ‘EveryChild’ will share experience of social work with vulnerable families and children in Ukraine during the presentation.

Хмельницька обласна державна адміністрація, Європейський Союз та Дитячий фонд ООН (ЮНІСЕФ) розпочинають новий проект для запобігання інституалізації дітей.

Нова спільна ініціатива допоможе дітям, позбавленим батьківського піклування, та дітям, які опинились у складних життєвих обставинах.

Ця ініціатива буде реалізовуватись у Хмельницькій області та має на меті розробку механізмів перетворення інтернатної системи державного догляду за дітьми, які залишені без родинної підтримки, на систему, що забезпечує їх виховання у турботливому сімейному середовищі.

Офіційна презентація проекту відбудеться 17 вересня 2009 року о 10:00 в Хмельницькій обласній державній адміністрації за адресою м. Хмельницький, Майдан Незалежності.

Під час презентації відбудеться прес-конференція за участі Голови Хмельницької ОДА Івана Гавчука, Керівника управління програм допомоги Україні Представництва ЄС в Україні та Білорусі Лаури Гараняні, Представника Дитячого фонду ООН (ЮНІСЕФ) в Україні Юкіе Мокуо. В рамках презентації проекту, планується візит до обласного соціального центру матері та дитини, де перебувають матері та діти, які опинились у складних життєвих обставинах.

Під час презентації її учасники представлять інформацію щодо конкретних завдань проекту та аналіз ситуації із інституалізацією дітей в Україні. Також відбудеться обговорення внеску ЄС, ЮНІСЕФ та інших міжнародних організацій у вирішення актуальних проблем українських дітей.

Проект має назву «Розвиток комплексних превентивних послуг для дітей, позбавлених батьківського піклування та дітей, які опинились у складних життєвих обставинах» та розрахований на два роки.

Партнерами проекту будуть українські і міжнародні громадські та благодійні організації. Під час презентації фахівці міжнародних організацій «Надія та житло для дітей» та «Кожній дитині» поділяться досвідом соціальної роботи з вразливими сім’ями та дітьми в Україні.
