ATTENTION: CALL FOR PROPOSALS

for submission of applications within the framework of the „Development of cross-border cooperation at the Hungarian-Ukrainian border” programme with reference number HU0013/NA/2005-1/PA-9 supported from the EEA & Norwegian Financial Mechanisms and co-financed by the National Development Agency and announced by the VATI Hungarian Public Non-profit Company for Regional Development and Town Planning

I. Objectives, priorities and activities covered

The purpose of the Fund is to promote cross-border sustainable economic, social and environmental development projects, with the overall objective of increasing cross-border cooperation in the Hungarian-Ukrainian border region. Projects shall focus on the following priority areas:
Priority 1: Promotion of sustainable economic development
• Improving cross-border tourism and leisure facilities and services;
• Exploring and implementing cross border business facilities
• Preparations for development of information technology infrastructure.
Priority 2: Human resource development, education and cooperation in the field of culture and innovation
• Joint training activities, including for the unemployed,
• Education exchanges,
• Cultural and sports exchange cooperation and events
• R&D cooperation between higher education and research institutions
Priority 3: Protection of the environment and nature
• Cooperation activities towards the protection of the natural resources in the border area,
• Supporting awareness-raising and optimizing use of renewable/alternative energy
• Improving facilities in favour of sustainable tourism;
• Environmental awareness-raising.
Priority 4: Local infrastructure development
• This priority will include soft measures such as plans and feasibility studies relating to public use of road or bridge infrastructure.

Non-profit activities with solely public purposes are eligible within the call for proposals.
Services provided within the project must be free of charge for the target group.

One proposal can be submitted only for one priority. The maximum number of granted projects within a priority per Applicant is two.

II. Eligible area

Projects co-financed by the EEA and Norwegian Financial Mechanisms should be implemented in the following NUTS III regions:
Szabolcs-Szatmár-Bereg County in Hungary
Sub-Carpathia in Ukraine

III. Eligible applicants

Those Applicants that meet the following criteria can apply for Fund:
a) Organizations acting as legal entities with non-profit character such as
• municipalities, associations of municipalities and associations of small-regions, and
• their organisations,
• organizations with non-profit status (churches, foundations, associations, public bodies, public non-profit companies and public non-profit economic corporations),
• educational institutions,
• development councils and agencies,
• chambers (eg. industrial, commercial, economic chambers), etc.

b) Furthermore, the Applicant organization is registered, or has a local representative organization/office registered in Szabolcs-Szatmár-Bereg County.
The eligibility of national/regional organizations operating a local representative office in the eligible area of Szabolcs-Szatmár-Bereg County can apply for Fund as follows:
• If a national/regional organization is not registered in Szabolcs-Szatmár-Bereg county and its local representative organisation is registered and has a legal status than the local representative organisation has to apply for the Fund and will sign the grant contract as the Beneficiary; or
• If a national/regional organization is not registered in Szabolcs-Szatmár-Bereg County and its local representative organisation has not legal status than the national/regional organization has to apply for the Fund and will sign the grant contract as the Beneficiary. In this case the national/regional organization has to prove its significant role in the relevant county as follows:
o The existence of the local representative organization has to be proved with an Annex of the Application Form. If it is not evident from the compulsory Annexes (memorandum of association, decree of association) than other official document needs to be submitted.
o The head of the local representative organization is legally authorized by the national/regional organization to proceed in connection with the project.
c) Applicant has to be the direct responsible organization for the project preparation and implementation not an intermediary;
d) Applicant has adequately stabile and enough financial sources to prove the continuous operation during the project implementation and to be able to participate in project financing;
e) Applicant has an appropriate practice in field and needs to demonstrate its ability to implement such a project for the granting of which he has applied for;
f) Applicant has at least one project partner from the Ukrainian border county.
Partner (s) also meet the criteria for legal status determined in paragraph a) and the Ukrainian partner is registered in Sub-Carpathia County.
Organizations with profit-making character and national/regional organizations not having a significant role in the eligible area are not eligible for Fund. Political parties, their organizations and economic corporations, foundations, etc. established by them are not eligible for funding.

ATTENTION: Those organizations that do not have at least one Partner organization from Sub-Carpathia County are not eligible for Fund.

The conditions of eligibility are thoroughly detailed in IV part of Application Guide.

IV. Available Budget

Financial resources available for implementing the priorities in the framework of present Call for Proposals are 62 981 437 HUF provided on one hand from the EEA and Norwegian Financial Mechanisms (85%) and on the other hand from the Hungarian central government budget (15%). The total amount of the indicated Fund can be applied for by Applicants.

V. Fund conditions

The following co-financing rates has to be applied for Applicants within the present Call for Proposal:

— Funds can cover up to maximum 90.00 % of the total eligible project costs (the rate has to be calculated by two decimals).
— Applicants have to provide at least 10.00% of the total eligible project costs from own resources, according to the requirements stated in the Application Guide.

The minimum amount of grant is HUF 2,500,000
The maximum amount of grant is HUF 25,000,000.

VI. Duration of the projects

The minimum duration of projects is 2 months and project implementation should be completed by 31 August, 2010.

VII. Submission procedures

The applications should be submitted in a closed envelope either by registered post, personally or by courier service to the following address:

Applications will be rejected if arrive in other way (eg. through fax or by e-mail) or to another address or late.
Applications (the application form and annexes) should be submitted in 1 original and 2 hard-copies, additionally electronically, indicating which is original and which are hard-copies.
The following should be written on the envelope:
 The address of the submission (VÁTI Kht. Mátészalka Regional Office, H-4700 Mátészalka, Szalkai L. street 11. / VÁTI Kht. Mátészalkai Területi Iroda, 4700 Mátészalka, Szalkai László út 11.)
 The full name and address of the Applicant
 The reference number of the call for proposals: HU0013
 The title of the project
 And the following subscription: „Application – Forbidden to open prior to the opening meeting”(„Pályázat – A bontási ülés előtt felnyitni tilos”)

VIII. The latest date for submitting applications

30 November, 2009 (in case of personal submission the deadline is 2 p.m.).
The deadline will be observed as the postmark from the post office. In case of uncertainty of postmark, the intermediary body has the right to ask for the proof of registered post as a certification.
